Parliament library was established in 1921. It is the largest library in Delhi and the second-largest library in India. Here one can find publications of the UN, government publications of the USA and various other countries. It is the best library for legislative and legal research work.
How to get a membership
The documents and papers available in this library are very important thus everybody can not get a membership or go to the library. This library is meant for MPs, officers of Rajya Sabha and Lok Sabha, Government officials, Media persons and bonafide research scholars. MPs and Parliament officials have to seek written permission from the Secretary-General of Lok Sabha and Rajya Sabha respectively. The research scholars have to submit recommendation letters from their guide/university, valid identity proof (Aadhar Card/Voter Card, etc.) and Police Clearance Certificate.
Membership fees
There is no fee to use this library for reference purposes. After following the above-mentioned procedure one can access this library. Though they do not issue books, papers and periodicals to the members of the library except to some people. Like former MPs can borrow books after depositing security of Rs. 2500 and senior officials can do so after submitting security of Rs. 10,000. Reading and using the material for reference is totally free of cost for everyone.
Location and working hours
This library is maintained and run by the officials of Parliament. It is situated on Talkatora Roads, Sansad Chowk, Central Secretariat, Rakab Ganj, New Delhi. The nearest metro station is the Central Secretariat metro station. Its timing changes according to the parliament sessions and Intersession period. During intersession periods one can access it between 10:00 to 6:00 on all working days. At the time of parliamentary sessions, the library remained open from 9:00 to 7:00. During this time, it is open on Saturdays and Sundays also, between 10:00 to 2:00.
